    "content": " Mr. Deputy Speaker, Sir, before I give the answer, this Question was supposed to be answered yesterday. It was deferred to today because the office of the Clerk claimed not to have received the written reply so that they could pass it over to the hon. Member. I want to confirm to the House that the Ministry of Water and Irrigation takes the work of Parliament very seriously. The answer was delivered here on 13th July, 2006, in the office of the Clerk of the National Assembly and it was signed for by one Mwangangi. The same answer was also delivered to the Leader of Government Business on 13th July, 2006. It was equally signed for. Therefore, the Ministry of Water and Irrigation will not continue taking responsibility for the negligence of the office of the Clerk. I will table this document."
