    "content": "Mr. Deputy Speaker, Sir, Kshs182 million is the budgetary provision for this financial year. We have taken into account that by the time the contractor is mobilised to start construction and given that the certificates will come at the end of the financial year, the contractor might not be able to spend more than Kshs182 million in this financial year. However, if we find that the contractor who has been contracted is hardworking, his certificates are honoured and that by the time we come to Supplementary Estimates we see that he has exhausted Kshs182 million, we will do the necessary adjustments."
