"content": "Mr. Deputy Speaker, Sir, I want to say that my Question really was addressing some of the questions that people ask about Kenya as an investment destination and one of them is the cost of power, telephone and transport services. The answer which has been given is rather general and talks of something called a Road Investment Charter which is not explained. If this is one of the things the Government is doing, could the Assistant Minister explain to us what this Road Investment Charter is and how it is going to solve the problem of communication? Secondly, how is his Ministry reducing the cost of power and telephone services?"
