    "content": "Mr. Deputy Speaker, Sir, I want to clarify that investment in this country is a collective responsibility by various Ministries. The Ministry of Trade and Industry plays a facilitating role through the development of the investment climate action plan which is developed collectively, as I said. What we are doing is to encourage group applications, working with the Ministry of Energy so that as we encourage group applications, they can also help in enhancing the facilitation in terms of improving their procurement processes. That is what I said."
