    "content": "Mr. Odoyo, will you sit down? I think you have made your point. Hon. Members, we all know the rules of the House. Once an hon. Member withdraws an allegation and apologises, you cannot follow him up and say, \"Bring further substantiation\". This is because he has withdrawn. When a matter is withdrawn, it is withdrawn and an apology has been given! That is what the Standing Orders say. You cannot say, \"Although you have apologised and withdrawn, you still must do this\". That is not within our Standing Orders! The Minister will continue without interruptions."
