    "content": "Mr. Deputy Speaker, Sir, the issue of cattle rustling keeps coming to this House every week. Just a few months ago, the Government thought it wise to disarm the communities living in that area. The Assistant Minister has told us that there was no such action taken by our security forces, and that the animals that were confiscated belonged to Ugandans. He also admitted that there was a joint task force comprising Kenyan security personnel and Ugandan security forces. Is that a legal procedure? Why would the Government, which is supposed to protect people be involved in cattle rustling? Could the Assistant Minister assure this House that the Government has a plan to protect Kenyans against foreigners, including Ugandans?"
