    "content": "Mr. Deputy Speaker, Sir, it is quite true that the issue of cattle rustling has come to this House quite a number of times. But it is not in the interest of the Government that cattle rustling should continue. However, when it occurs across our borders, we have a July 26, 2006 PARLIAMENTARY DEBATES 2337 responsibility to work with our counterparts in the neighbouring country to ensure that if animals have been stolen from Uganda and driven into Kenya, we pursue them and return them to their owners and vice versa. So, we have an understanding with the Ugandan authorities that whenever such a thing happens, we must pursue the livestock. Indeed, there was an exchange of fire on 16th June, 2006, when the said animals were recovered and taken back to their owners. However, if there is any Kenyan who feels that his animals were illegally taken away from him, let him come forward and report the matter to us and we will, definitely, do the needful."
