"content": " Mr. Deputy Speaker, Sir, I beg to reply. (a) Yes, it is true that the high cost of electricity installation is hindering the Rural Electrification Programme implementation to a pace consistent with Kenya's socio-economic transformation. That is because it is capital intensive and, on average, the Government spends about Kshs200,000 to extend electricity to one rural consumer. The scattered nature of the human settlements also contributes substantially to the high cost of grid extension. (b) The Ministry is in the process of reviewing the standards and mode of implementation by the Kenya Power and Lighting Company (KPLC), with a view of reducing access costs of electricity in rural areas."
