    "content": "Mr. Speaker, Sir, two very funny things happened after the survey and that is why I raised this Question. First, the survey was not successful because those people involved in it did not understand the language that was being used. They were also afraid of going to the harsh areas of Tharaka. Secondly, the person on the ground, after advertising for the jobs, went around taking people's money, yet he did not employ them. Out of that, you can see that people lost money and the statistics are so much against Tharaka, that the poverty index has now been adjusted from 67.5 per cent to 63 per cent, reducing the CDF allocation to the population which was rated as 105,000 in 1999, and is now 99,000. Those three things have put us in a big mess. Could the Minister correct the situation by giving us the old figures; 67.5 per cent for the poverty index and a minimum of 120,000 on population so that the CDF allocation is properly accounted for?"
