    "content": "Mr. Temporary Deputy Chairman, Sir, I beg to move:- THAT, Clause 23 of the Bill be amended by deleting the marginal note and substituting thereof the following new marginal note- “Qualifications for nomination of candidates”. I seek your direction. This is an amendment to the marginal note. We want to have the amendment stating qualifications for nomination of candidates on the marginal note, as opposed to nomination of candidates. So, I propose the amendment to Clause 23."
