    "content": "Mr. Temporary Deputy Chairman, I beg to move:- THAT, Clause 23 of the Bill be amended in paragraph (b) by deleting the word “post” appearing after the words “holds a”. I am lowering the bar, more specifically for the county assembly representatives. They should not be restricted; that they must produce a post-secondary qualification, but a secondary school certificate that is recognized in this country should be sufficient to elect them into offices of county assemblies."
