    "content": " Mr. Temporary Deputy Chairman, Sir, there are two different components to this particular Item. First of all, it is just a limited state of 2418 PARLIAMENTARY DEBATES July 26, 2006 industrial warehousing or built-up space which belongs to the Export Processing Zones (EPZs) Authority. A lot of the Export Processing Zones are actually gazetted, but they still belong to the private sector. However, because of the substantial estate in Athi River, and in order to be able to optimise the use of that space, we want to expand on what is already under construction. Mr. Temporary Deputy Speaker, Sir, secondly, as part of the business incubation programme, we are building special facilities in order to start incubating small Kenyan businesses in form of blocks. We did not have money to do that in the last financial year. We, however, hope that we shall have the money now and in the future."
