    "content": "Mr. Temporary Deputy Chairman, Sir, on page 370 Head 792, the last item on that page; Item 1320200 - Grants from Foreign Governments/Grants from International Organizations, this year, the Ministry will receive Kshs27,500,000 as grants from foreign governments and Kshs7,893,300 as grants from international organizations. In the light of the explanation that the Minister gave us in respect to Item 2640300, where he indicated that part of that money is actually grants, my understanding is that this is where foreign assistance is. It is indicated clearly as Appropriations-in-Aid (A-in-A). I would like the Minister to explain this particular issue, which appears to be an anomaly."
