    "content": "To guide the House, ordinarily, so far, when a Bill has been referred to a Committee of the House, the Committee will look at it, prepare a report and table it, in the same way Ms. Ndung'u did. Hopefully, during the course of the debate on the Bill, the Chairman or any Member of that Committee will then apprise the House on the recommendations by the Committee on that day. Naturally, it may also follow that as a consequence of that report, amendments will be made to the Bill and presented to the Clerk for onward transmission to the Speaker and Attorney- General. That is the way we have been doing it. Therefore, that is the way we should do it."
