    "content": "Mr. Speaker, Sir, the new adjustments approved by the Cabinet were also signed by the Treasury in March, 2006. After the Treasury signed the adjustments, it was found that what was given to the Cabinet was based on the old rates when the contract was awarded in 2002. The Government inherited from the previous Government, the contract with all its misgivings. The contractor deliberately underquoted the contract in 2002 so that he could be awarded the contract but he has been unable to perform. That is why we have reviewed the rates to conform with the market rates."
