    "content": "Mr. Temporary Deputy Speaker, Sir, we blame the management of the Kenya Wine Agencies Limited (KWAL) for the collapse of the parastatal. The agency is supported by the Government. But what is the root cause of its problems? Is it that the Ministry of Finance does not support the agency? Is it that traders do not buy wines and whiskies or is it the middleman who has caused it to collapse? The ICDC has been a pivot in the industrialisation of this country. The Industrial Development Bank (IDB) was introduced to support Kenyans. The bank made money here and from overseas and all it could do was to buy Treasury Bills.
