    "content": "Mr. Temporary Deputy Speaker, Sir, it seems there was a bit of misunderstanding. I did not say we have no money to employ inspectors. I said we are trying to employ inspectors and we have improved their terms and conditions of service. I also did say that we are trying to train headteachers so that they can do some management and inspection because we do not have enough inspectors. We have training programmes to improve the standards of headteachers so they can do some of the work. Essentially, I think I responded. This is what I said earlier on."
