In July 20, 2006 PARLIAMENTARY DEBATES 2283 Kiambu District, for example, we are being made to buy murram at Kshs1,800 when we can get the same seven tonne lorry of murram at Kshs600, but we are told that this is the person who won the tender and we must buy from him. We want to reverse all that so that in a particular constituency, the constituents are the ones who will know where to get the murram and the quarry chips and which road to repair. Let the cheque be paid and signed by the district accountant in the same manner, but the decision of what material to buy, from whom to buy and the tendering is that of the constituency in the same manner that we are doing with the rest of the CDF funds."
