There is collective responsibility on this side of the House. He has already moved the Bill on behalf of the Government and has now asked me to reply. There is no Standing Order that I know of that bars him from asking a colleague Minister to reply. I am ready to reply, subject to your directions, because there is no procedure or Standing Order barring me from replying."
