    "content": "Mr. Deputy Speaker, Sir, we are being treated to a talk every morning and afternoon whenever there is a question about use of CDF money to do what the Government should be doing with 97 per cent of Government revenue. It is the responsibility of the Government to construct hospitals. Could the Assistant Minister tell us why his Ministry has not come up with a formula for supplying CDF-built health facilities with equipment and personnel? In my July 19, 2006 PARLIAMENTARY DEBATES 2165 constituency, I have four health facilities and the Ministry has refused to register them. The area Medical Officer of Health has said that there is a directive from the Ministry that has stopped them from discussing these projects."
