    "content": "Mr. Temporary Deputy Speaker, Sir, I rise to support that amendment. We should have a fund from where ordinary Kenyans can access funds at low interest rates and develop their own houses. This is very important because interest rates in financial institutions which finance housing are very high. These loans are not easily accessible to the ordinary mwananchi. The terms of the loans are quite stringent and, therefore, if the Government could establish a fund from which Kenyans can access loans at low interest rates, this will be of interest to this country."
