    "content": "Mr. Temporary Deputy Speaker, Sir, I stand to support the Motion which you have just read. It is timely to July 19, 2006 PARLIAMENTARY DEBATES 2181 bring such a Motion which seeks to create a fund from where Kenyans can access funds to build shelter. Shelter is a human right and a basic human need. A famous poet once said: \"A nation can only become a real nation if it can provide education, health and shelter\". So, shelter is paramount in the lives of Kenyans. We have the largest slum in Africa. Some of us are ashamed to know that Kenya has the largest slum in Africa, namely, Kibera. I am glad my brother, hon. Shitanda, benefitted from the crisis of the Referendum and a political Ministry was established. I congratulate him."
