In fact, in his written reply, he says that he is aware that the programme is expected to cost Kshs575 million, which is a good answer. The problem is that, the Office of the President has since revised that Economic Recovery Programme to exclude Samburu District. I have the evidence in a speech delivered to us by the District Commissioner on Madaraka Day in which Samburu District, which is sandwitched between East Pokot and Marsabit is excluded from this programme. So, which Economic Recovery Programme is being implemented? Is it the one for the Office of the President or the one for this Assistant Minister?"
