    "content": " Thank you, Mr. Temporary Deputy Speaker, Sir, for giving me this opportunity. First, I would like to join my colleagues in thanking Dr. Ojiambo for not only moving this particular Bill, but also for ensuring that she did a lot of research for purposes of harmonizing structures and laws as far as cotton is concerned. However, let me dispel the notion that there is competition between the Private Members' Bill and the Ministry. We, in the Ministry, all along, have supported the hon. Member. We have discussed the Bill with her with an open mind because we are building this industry together. Secondly, suffice it to say the following: Hon. Members now know that there is a framework through which an organization, largely elective by farmers, will run the cotton industry. My plea to the House and public in general, is that the people that they will give us in various provinces and electoral areas, should be people with the capacity to manage the industry. To me, this is important because we are going through a very important stage of the revival of the cotton industry. The Ministry utilized the Kshs250 million that it got last year for purposes of redoubling production in cotton growing areas. As I speak, cotton production has gone up from 20,000 bales to 40,000 bales in the last one year. I am confident that with the support of hon. Members we are likely to make a lot of strides. With those few remarks, I beg to support."
