It was answered first by the late Mr. M. Kariuki from the Office of the President. Mr. Munya was claiming these two parts. It was answered for the second time by Mr. Tarus from the Ministry of Local Government. Now, thirdly, it is being answered by the Minister for Justice and Constitutional Affairs.
