    "content": "Mr. Deputy Speaker, Sir, most districts and, more so, marginalised districts in Arid and Semi-Arid Lands (ASAL)s, end up returning money to the Treasury at the end of every financial year. That is caused by the inefficiency of the officers on the ground. Could the Assistant Minister consider punishing those officers who, out of their own negligence, ensure that money is returned to the Treasury at the expense of the residents? Could the Assistant Minister consider punishment as a way of retaining money in the districts?"
