"content": "Mr. Temporary Deputy Speaker, Sir, the Minister for Trade and Industry made it very clear that those people are not international investors. The Minister of State for Administration and National Security came here on the Floor of this House and told us that they were investors and they were in the country legally. Today, Kenyans are embarrassed because of those two people. This is the Ministry which was responsible for that saga. Mr. Temporary Deputy Speaker, Sir, I might agree that general insecurity may have gone down but conflicts in every part of this country have been on the increase. The same Minister or the Ministry has been giving conflicting information. The other day a Ministerial Statement was issued here by this Ministry pursuing a policy of disarmament. Last week, the same Ministry was busy dishing out dozens of guns to different communities. What is the policy of this Government with regard to fighting insecurity?"
