    "content": "Mr. Temporary Deputy Speaker, Sir, why would this House want to give Kshs30 billion to such a Ministry? Why would this House allow the stewardship of this Ministry to continue spending Kshs30 billion when it is voted the most corrupt Ministry? I think we have to come out clearly. Whatever this Ministry does is going to be contagious because everybody looks up to it as the Office of the President. It is feared! I am glad in this year's Budget, the Minister for Finance has \"unpackaged\" it and removed most of the departments. However, still, it is the Ministry that is revered and feared by every other person in the Government. So, when it is not straight, wayward, full of problems and it is not being managed properly, it is going to have a negative impact on all the other Ministries. That infection will spread to all the other Ministries and this is the concern. Mr. Temporary Deputy Speaker, Sir, the Minister mentioned about districts. The creation of new districts was not done on the basis of what this country needs in terms of its priorities and so forth. These were created on political basis as concerned the referendum. Even now as we speak, in the by-elections which are going on, the Government is spending resources. People are being given Government of Kenya (GOK) vehicles in the guise of private number plates. The same Ministry is the one that is doing all this. We cannot allow this kind of thing to continue. This is a very important Ministry. It represents the name of the President and it must be managed well. Out of the 30 million people in this country, there are people who can manage it well. I think we need to manage this Ministry in a manner that will attract the respect of Kenyans. Mr. Temporary Deputy Speaker, Sir, another source of conflict is the boundaries. I think this Ministry should do something to make sure that the problems of boundaries between various districts and constituencies which are the bone of contention in most of these regions are addressed as a matter of principle. It is something that can be done. Every time there is a conflict somewhere, you find that there is a problem of boundaries and that is something that can be addressed by the Administration, which it is not doing. Mr. Temporary Deputy Speaker, Sir, the Minister, in his speech, said they will put up the forensic science laboratory. I am opposed to that idea. We have a serious problem in this country with the security forces. The security forces cannot even investigate the most mundane thing that can be investigated in this country. We do not require a forensic science laboratory to investigate or verify, for example, whether the Armenians, indeed, committed a crime at the airport. There are many crimes which can be verified, which are not being investigated properly because of problems of administration and management. Everyone in this country knows that there was conflicting instructions within the police system. The Commissioner of Police was giving one set of instructions and the Director of CID was also doing the same. All these was playing out to the gallery in the public. Nothing came from the Minister to try and resolve that problem, at least in public. It is important that we have a system that flows in one direction. When it comes to security institutions, both the Commissioner of Police and the Director of CID must be seen to be pulling in one direction. We cannot have a security situation which is personality-oriented, or built around individuals with one individual having a centre of power and another having the same centre of power. That will be a recipe for chaos in this country. This is why it is important we do something about the Office of the President. Mr. Temporary Deputy Speaker, Sir, in conclusion, if we want to address some of the problems on the ground, it is important that hon. Members are considered for inclusion in the 1952 PARLIAMENTARY DEBATES July 11, 2006 district security committees. This matter has been raised by hon. Members on several occasions. Mr. Temporary Deputy Speaker, Sir, with those few remarks, I beg to oppose."
