    "content": "Mr. Temporary Deputy Speaker, Sir, what this country needs is a new Constitution, where the criteria of creating districts will be properly defined and agreed on by the people of Kenya. It should not be left to the whims of individuals sitting at the Office of the President and deciding: \"I am going to give you a new district if you are going to be with me.\" That is corruption! These people are used to corrupt methods in doing things. They are not logical or methodical. They are mercenaries. Mr. ole Ntimama made a statement, and instead of reasoning with him about what he said-- - He is an hon. Member of Parliament! If there is something that is of concern to him, then somebody should find out why. The hon. Minister has been trying to harass Mr. ole Ntimama by sending police to arrest him, ordering him to record statements and issuing threats. If there is anybody who should be charged in this country, it should be the Minister of State for Administration and Internal Security! He should be charged with high treason, considering the kind of things that are coming out in the Kiruki Inquiry about the mamluki ! The Minister is a big shame to this Government and the President! He was a colonial administrator called Kimendeero, because he was one of those homeguards!"
