"content": "You heard the Assistant Minister say that nothing has happened under the Rural Electrification Programme since 2002. I want to point out to the Assistant Minister now that even the one which has just been completed was commenced by the previous regime, who were actually campaigning to recapture the seat after the death of my late brother. This Government has not factored anything to the constituency from 2000. Even now, it appears as if no funds are being voted to that Ministry to benefit the people I represent. Is the Assistant Minister satisfied that the funds allocated to this Ministry sufficiently cover the entire Republic, including South Mugirango, because he has said that nothing has been done?"
