    "content": "Mr. Deputy Speaker, Sir, I would like the Minister to clarify something. The Minister is on record saying that he will spend Kshs640 million to try and revive Uchumi Supermarkets. There is already a Cabinet decision which, according to the Constitution, the Cabinet spends money which has been approved by this House. It is only this House that can authorise expenditure from the Consolidated Fund. Does the Minister intend to bring the matter before this House so that he can get a resolution or where else will he get the money from, to fund the revival of Uchumi Supermarkets?"
