We are saying that if we want to use the word \"decrease\" it means that they are prohibited from decreasing from their estimates. This means that they cannot save any money. If they have said that they are going to buy a particular item at a ceratin price, they must buy it at that price even if they find it cheaper elsewhere. That is the purpose of the decrease."
