    "content": "Mr. Speaker, Sir, I have just said that the City of Nairobi generates 50 per cent of the total revenue from the Fuel Levy, but we are given less than 3 per cent of this levy. This city also generates 50 per cent of the total revenue of this country, but the City Council of Nairobi is given a very small amount of money. So, unless we are given sufficient funds, we will not be able to undertake the jobs we are supposed to undertake."
