For example, we cannot understand why awarding of tenders for the construction of water dams and boreholes is done here in Nairobi by the National Water Conservation and Pipeline Corporation (NWCPC). Mr. Speaker, Sir, could the Minister explain why he cannot decentralise that function to the districts?"
