    "content": "Mr. Speaker, Sir, we have already realised that roads serving the high attitude agricultural area, especially the tea zones, cannot be managed by gravelling alone. However, since all the roads cannot be up graded to bitumen standards, we are up grading as many roads as possible to gravel standards to arrest the situation at the moment. The policy is that eventually we should bitumenise all the roads."
