    "content": "I think this Minister has been taking this House very seriously and has been letting this House know any aspect relating to the management of his Ministry and those parastatals under him without fail and that is commendable. Indeed, I would encourage others to do the same. Secondly, I think there are certain hon. Members who think that when they have been elected chair of a committee they become the committee and proceed to issue all manner of edicts purporting to be that of the committee. Now, those Members must understand that they are not the committee and that the committee operates in accordance with the Standing Orders through its deliberations. Mr. Speaker, Sir, the other day I also ordered such Members that if they continue with those methods that flout the Standing Orders, you may please yourself but nothing that you will ask in a funeral will ever be implemented by the Clerk of the National Assembly. I said that day that the Clerk of the National Assembly is under instructions from me, and it is hereby reiterated to ignore completely all those unlawful edicts. Finally, if you have nothing to say at a funeral, please say nothing about Parliament."
