    "content": "asked the Minister for Foreign Affairs:- (a) whether he is aware that a Kenyan by the name of Joshua Muchungi Ncebere designed and produced President Yoweri Museveni's 1996 presidential election campaign posters; (b) whether he is further aware that after delivery of the posters, the procuring person, H.E. Brig. Matayo Kyaligonza (now Ugandan High Commissioner to Kenya) did not make payments for the same; and, (c) whether, in the spirit of East African Co-operation, the Government could intervene to ensure that Mr. Ncebere is paid his dues."
