However, I am dismayed by the fact that the NHC, after receiving money from the Third World Bank Urban Scheme could not tell us why it started tarmacking roads, installed street lighting in Tuwani and abandoned the project half-way, before putting the bulbs. Secondly, could the Assistant Minister justify this case, bearing in mind that the NHC was given money by the World Bank? How did that corporation use the Kshs73 million, if it did not construct the houses?"
