    "content": "Mr. Deputy Speaker, Sir, regarding the Fuel Levy, there was an increase of Kshs3.20 per every litre of fuel. That has really impacted negatively on the public. The public service vehicles have increased fares. Production costs have gone up. It is reducing economic growth, instead of pushing it higher. If we will use that money to develop our infrastructure, this country will develop. I concur with Mr. Mwiraria who said that we need to borrow to undertake development projects, so long as we are sufficiently catered for in the Recurrent Expenditure. That will make this country go ahead. Mr. Deputy Speaker, Sir, I want to concur with what other Members have said. It is sad that, as hon. Members, we can go all the way--- It was claimed yesterday in this House that extortion was used so that people can table documents in this House, so that some banks and financial institutions could collapse. When have banks been tax collectors? The Minister should move fast, leave alone propaganda and open those banks so that we can have sound financial institutions in this country. It is very sad that we can have hon. Members extorting money! With those few remarks, I beg to support."
