    "content": "Mr. Deputy Speaker, Sir, the money is in Treasury Bills and the collection bank is Kenya Commercial Bank (KCB). This money is meant to cater for the policy holders with an insurance company that has collapsed. So far, since the Act came into force, the only insurance company that has gone under is United Insurance. That company is under the statutory management. The matter will come up on 15th July, 2006 and should the court decide that, that June 28, 2006 PARLIAMENTARY DEBATES 1679 company should go into liquidation, then the policy holders can access money from that Fund."
