In 2000 when the contractor could not get the additional funds that were required to complete the project, he requested the Ministry to inspect the road and issue a certificate of completion for the section that June 28, 2006 PARLIAMENTARY DEBATES 1683 was done. This was done in 2000 and granted as substantially complete for the works that were done and procured. That is the position up to now."
