    "content": "Mr. Deputy Speaker, Sir, before 2003 when this Government took over, and on examination of the capacity in the Ministry to design and supervise new construction and gravelling works, it was found out that we did not have the capacity. The Ministry procured the services of local consulting engineers. We are engaging them as resident engineers and assistant resident engineers for all new works that we are procuring."
