From both Mr. Minister and Mr. Billow's statements, it appears to me that the KACC had raised a question on the conduct of Charterhouse Bank as early as December, 2004. The Minister himself said that the Governor of CBK did not take any action until two years later. Could he explain the following: If KACC had raised some queries on Charterhouse Bank, was it its responsibility to take the bank to task under the Anti-Corruption and Economic Crimes Act or was it the responsibility of the Governor of CBK?"
