    "content": "This role of Parliament is so central to parliamentary democracy that it is impossible to imagine its removal or abridgement in any way or form. It is among the very basics upon which parliamentary democracy is founded. It is, therefore, unimaginable for a Parliament worth its salt, to watch helplessly as a matter of this magnitude and importance unfolds. We will not be scrutinising the Executive; we will not be calling Ministers to account. It is, therefore, clear that those mandated to execute national affairs must account to the people through their elected representatives. This is not an executive role but a watchdog role. Can the Executive assume the role of the watchdog? I doubt it. If it does, it cannot do so to the exclusion of Parliament. I think that it may do it if it pleases but in a complementary role. It is, therefore, very clear in my mind that the power to scrutinise the Executive actions or omissions and to bring the Executive to account is the inalienable right of this House."
