    "content": "Mr. Speaker, Sir, let me ask a substantive question. The Minister has indicated that extension of the training rights was done in March, 2006. The last agreement expired in August, 2004. Could he confirm or deny that the money that was paid for the period 2004/2005 up to march, 2006, amounting to in excess of Kshs300 million, is not reflected anywhere in the Budget of the Ministry of Defence? Why was the agreement not backdated to the expiry period of the last contract of August, 2004?"
