    "content": "Thank you very much, Mr. Temporary Deputy Speaker, Sir. The ritual is repeated once again; year after year. The nature of our Budget is shrouded in secrecy. We always wait until the Minister comes here and opens his box to tell us what goodies he has for us. That is why we cannot wait for the Budget Office. All my colleagues are waiting to see the establishment of a Budget office, so that they could be part and parcel of the budget-making process. Mr. Temporary Deputy Speaker, Sir, I would like to comment on one or two aspects of this Budget. I know the Minister has to balance a Budget between taxation and expenditure. He has to deliver the services to the people without taxing them heavily. We want to make sure that he does not go over-board on that aspect. But one mind-boggling thing that he has done is to increase the allocation to Department of Defence. As the Minister for Health said yesterday, we spend nearly 20 per cent of our Budget on defence---"
