"content": "It is a very good idea, but as many hon. Members have said, our concern is what criteria will be used in distributing the money among Kenyans. Mr. Deputy Speaker, Sir, we want the Minister to ensure that this money is distributed fairly to all constituencies in this country. That way, the money will benefit Kenyans across the board. This financial year the Minister only provided Kshs1 billion in the Budget. I wish to encourage him to provide more than that next time. If you divide Kshs1 billion amongst the 210 constituencies it works out to a mere Kshs4.7 million per constituency. That amount of money per constituency is a drop in the ocean. We appreciate that it is a good start. We hail the Minister for Finance for that move, but we want to encourage him to find ways and means of boosting the Youth Enterprise Fund by allocating more money to it so that we can be able to help as many youth as possible. We also want to hail the Minister for reducing the number of GK vehicles on our roads. I have served in Government and I know the extravagance that is exercised in Government in terms of use of GK vehicles. I know of cases where a Minister is allocated seven vehicles and all of them are parked in his compound. He has three vehicles for himself, but he uses two - one for himself and the other for his security officers. He has one other vehicle for his children and another one for the wife - I am not sure if it is used to take her to the salon or wherever. June 27, 2006 PARLIAMENTARY DEBATES 1619"
