    "content": "It is evident that the youth lack skills and access to capital for investment in various productive activities available in the country. Therefore, the Government will establish a Youth Enterprise Fund to enable young people access credit to start or scale up small and medium- scale enterprises and to develop their entrepreneurial skills and create job opportunities. To make this Fund operational, I have allocated an initial Kshs1 billion in the year 2006/2007 Budget."
