The issue under (c) is not about the making of a statement but it is the issue of a statement being made deliberately to affect the return by deliberately making a false statement on your personal character or conduct. Imagine a situation where people go to Mandera Town and say that hon. Abdikadir, who has been here, was last night caught in Koinange Street. Surely, people in Mandera are likely to see you in a different light. The people spreading that kind of rumour will affect your results, and you will lose the election. So, they should be punished for that. That is the kind of thing we are allowing here by deleting. It is, therefore, important that we be very careful."
