"content": "Mr. Speaker, Sir, the congestion at the Port of Mombasa has not been caused by non-clearance of those vehicles. It is caused by the many containers, which have not been cleared. Indeed, the KRA, in conjunction with the KPA, has granted a two-week amnesty, during which importers were told not to pay demurrage charges, if they cleared their containers within that period. One of the biggest problems in clearing the containers relates to the difficulties the Kenya Railways has had. Arising from that, the KPA, in conjunction with the KRA, June 14, 2006 PARLIAMENTARY DEBATES 1315 gave a two-week grace period to importers, whose containers were held up at the port because of lack of transport."
